Cant re-download, cant buy either!!!

Ive been using this app for years now and was happy with it. Bought lots of extras but with recent upgrade, I have to re-download purchased extras and it keeps giving me error message. I paid for it, why do I need to re-download and it now wont even let me with a loooooong error message. Found a new extra that I wanted to purchase but it first tell me I have no internet connection, when I do and then the next time I try to purchase it, it tells me unavailable at this moment. So which is it?! Really annoyed now...
